Considering it has trashed fundamental elements of the constitution, embarked on a war under false pretext, condones torture and spies on their own citizens - has a track record of false flag operations where it has shown no hesitation in killing it's own troops and murdering others to achieve it's "interests" - sure, it's definately ranking at the top - of rogue states.
