It's his site he can post anything he wants.
Unless a page is labeled as "I'm a hotlinking motherfucker" there's no way to know if it's hotlinked even if the content is on another url then the HTML.
I've always purchased all my content and I hate thieves... but there's only so many hours in a day to be so thorough.
