You need to buy traffic that is appropriate for your kind of website. Those websites that you mentioned are really best for TGP / MGP sites only. If your site isn't that kind then that is probably your problem.
I did a test before. I sent a website that normally gets about 1:150 sign ups -- that means one sign up for every 150 unique visitors. I purchased 6,000 of what those sites call "high quality" traffic and sent it over to my website. Not one sign up. A waited a few months and did the same thing, only tweaking the traffic source and still out of 15,000 not one signup. In short, my site wasn't a TGP or MGP and as such I had no results from them.
I notice your site also isn't in English. That means you need to consider the global source of your traffic. Buying traffic that turns out to be a bunch of Americans who only speak English probably won't do you any good.
I have not the slightest clue what your website says or is even about and neither will they. So when buying traffic make sure it is from your country.
