I think you've been in the business too long ;)
Not everyone sees spanking as sexual. Just like they don't see a school teacher/student interaction as sexual, a baby sitter/father as sexual, a son/best friend's mother as sexual, a doctor/patient as sexual, etc.
If it becomes sexual you damn well know the kid is going to complain, get the guy fired and sue the school system for millions. I DO think they should have someone in the room - more so the kid doesn't make crap up.
