The money has been given to politicians, local clans, religious leaders and local companies with no oversight. They give the money for a project and hope for the best.

Don't kid yourself. A lot of that money is expected to go right back and hire companies whose prime beneficiaries are the same crooks that allocated the funds to begin with.. ie. Bush cronies
