He is just now 1 year old, as puppies they can handle it better.

that is the "SAFE" rule for bulldogs, since it is easy to forget them outside.
Our dogs have been outside for 30 minutes or more in heat of 90 or more.
the have a big childs wadding pool they pay in, that we on very hot days put Ice in.
They are just Very tired when they come in. the reason for the rule of heat is things can switch very fast when the Bulldog gets tired...

Bulldogs are 90% inside house dogs...
They Love the outside, but heck they cost to much to risk, ha
Our last, and first litter of pups sold for $2,500 each.

Im going to go set the pool up now, ha!
