"Anytime a government fails to meet the obligations for which it is responsible, it should encourage, honor and perhaps even compensate any citizen, willing to intervene and on their own initiative, accomplishing the obligation. Whether it be mowing, video taping a crime or preventing a major felony in any manner necessary, a government's obligations ARE NOT abrogated because of a lack of funds. The police involved in this incident should be reprimanded and assigned to much higher priority tasks, such as doing everything possible to prevent and prosecute crimes against law-abiding citizens."
