i lived in Vladivostok for 5 years. its pure 100% gangster. there is almost no law there at all. every body of government is its own organized crime network from police, to customs, to kgb etc etc etc... the regional legislature is full of gangsters because they are immune from prosecution as elected officials. even the governor (or Darkin if he is still governor) was a well known criminal figure... replacing Nazdratenko who was also a well known criminal figure that was powerful enough that even Putin wouldn't fire him.... but rather had to bribe him to get him to step down by putting him in control of the fisheries which is 100% criminal controlled as are all natural resources.
i could write a 100 books about the shit i experienced there and no one would believe a single word of it.
