As I mentioned before, Conservatives don't have a monopoly on stupidity. Seems like that's the one commodity Washington has an inexhaustible supply of.
As a local jazz musician put it, "the opposite of pro is con, so the opposite of PROgress is CONGRESS" - nuff said!
