I would say it is more 10% on an ego trip. I also think that you shouldn't be able to be a full fledged cop at 21. The ones I see pulling the ball busting shit the most often are young and new. They feel they have something to prove. Obviously that wasn't the case with this guy, he is just a dick.
I am friends with a ton of cops and prison guards. Most of them are really good guys. My nephew got in trouble recently literally being in the wrong place/wrong time. The arresting officer and his Sergeant are bending over backwards to get the charges dismissed.
