Debit card ... thats the difference.
Using a Credit Card the bank is left holding the bag and thus will do a lot more to help, but with a Debit Card, well, it's not their money at stake, it's yours.
Regardless of the outcome, dump the debit card and only use a credit card that's not associated with your bank account - get the credit card through a totally different bank.
Alternatively, go with a pre-paid and/or better yet, a loadable card, such as Wal-Mart Money Card (GreenDot), which works amazingly well and as advertised (no overdraft fees, etc nonsense) ... for small, frequent purchases.
Lastly, while a hassle, at this point, a police report, as the bank mentioned, is what you're going to need to get things moving.
