I've been asked to clarify this a bit.
What we're meaning is that you must supply some means of swapping out the logo as easily as possible. If you want to make the design highly graphical, you will need to include a .psd so our clients can swap the logos out easily. Which also means any design cutting will have to work around the logo, so as to avoid any excessive requirements in swapping.
Hopefully that helps to explain any confusion with this rule. Obviously if your design is not very graphical, swapping a logo is a non-issue.
