I pay my hosting bill within 2-5 days after getting it each month. If I couldn't pay I wouldn't expect my host to keep my servers up and running either. They are running a business and expect to be paid on time. If they don't get paid they could be in jeopardy of not paying their bills either and then everyone on their network could go down.
