It makes no sense to prosecute people in victimless crimes. If a woman wants to have sex with a man for money, and the man wants to pay -- then where is the problem?
These are hang-ups from the Victorian era.
The same is applied to drug use. If someone wants to smoke ganja, or inject heroin -- what is the problem? The problems associated with drug use (crime, prostitution, etc.) stem from the high cost and limited availability of the drug. If governments were to spend a fraction of what they spend on fighting drugs, on giving the people who want drugs the drugs for free -- then the reduction in costs associated with the enforcing Victorian attitudes to 21st century problem would be staggering.
