Probably better to concentrate on education. The way it is now, politicians can deny or simply not allocate more money to their own states schools. Keep the population fat toothless and retarded, and pass whatever crooked self-serving legislation they want to. Hard to blame such cattle/people for turning out and complaining about whatever their handlers tell them to. Saw a lot of that this past August for example.
