Not as bad. In the favelas there is order within the favela. Yes, the people will kill you, but there is order on the inside. There are also schools inside, medicine, churches and everything else they need to live within. A fevela is poor, but it is generally a self contained system, dangerous as it may be to outsiders, but it is not on the same level as Africa.
The other difference is, when you come down the hill and exit the favela, you enter real life and civilization. In places like Liberia or Sierra Leone, there is no exit. It's chaos, with no order or law, mostly violent and extreme poverty, as far as the eye can see and then some. It is a nightmare you can never wake from.
