i.e. you are not capable of being responsible for yourself because of some choice(s) the government made.
that's exactly what i am talking about- the government hasn't stopped me from working hard and creating new ways of adding to my income. why? because i'm not sitting around waiting for the gov to do something for me, i've realized that ain't gonna happen.
