This was a learning experience. Nobody can argue the fact that it was expensive and of course as we have seen, the pandemic did not materialize as expected.
I don't think there was a way to predict that this would not be a pandemic.
It takes time to produce vaccine, so if people waited to see if a pandemic developed before they spent the money to start development and distribution they would not have had enough when it was needed.

And had nothing been done and it really ended up being a major pandemic then the government would have taken some serious heat. It is one of those things were you are damned if you do and damned if you don't.
