The problem is that this is the flu we are talking about. As people have pointed out, when a strain of the flu comes around that people do not have any immunity to, there is the potential for a pandemic. There have been several of these with tragic consequences.

This was a learning experience. Nobody can argue the fact that it was expensive and of course as we have seen, the pandemic did not materialize as expected.

I don't think there was a way to predict that this would not be a pandemic.

It takes time to produce vaccine, so if people waited to see if a pandemic developed before they spent the money to start development and distribution they would not have had enough when it was needed.
