There is a specific law and may or may not be a felony in certain jurisdictions...as stated above...and is enforced daily somewhere...every day...and is certainly enforced in Florida. You can learn alot if you watch the Animal Planet Channel and watch Animal Cops. They do different cities so it may take awhile before you catch a show that is in Florida.
