From my understanding, they do use a lot of the fiber they've bought up... Google has deals with major ISPs to switch traffic destined for Google onto their own fiber/network... Cheaper for the providers and offers a faster browsing experience to end users :P
TBH I don't think Google does much right except search results... There's not a single other "service" they offer that someone else doesn't do better... They're diversifying their development team but not diversifying their revenue. I think they're trying to be too much too fast. That's not to say they don't produce quality products... I just think they need to focus a bit more...
