Tolstoy was a non violent anarchist. He was also a horrible father and abandoned his family several times to pursue his asceticism. He also grew up during the peak of Russian Aristocratic excess and the Russian Nobility's relentless abuses of power. So Tolstoy was speaking out against the oppression of the Russian State, not all states. He never truly traveled enough to see the beauty in democracy for it did not really exist in Eastern Europe.
