There are far easier ways to limit the number of illegals coming across the borders.
1. In the late 60s I saw the border between Czech and Austria. I saw it's remains again in the late 90s. It was a km wide "no mans" land type border with barbed wire fences on both sides and traps to stop cars or lorries from busting across. It also had machine gun towers with guards. Later learned a lot of it was mined and had motion sensors. If the poor Eastern Europeans could do it why can't the US?
It stopped most from getting across. I've seen the border between CA and Mexico, it does not compare. This type of border will also reduce a lot of drugs being smuggled across.
2. The incentive to come across is economic. They want work. So penalise anyone giving them work. People employing illegals as maids, gardeners, field hands, laborers or is any other capacity. Fine them heavily or/and imprisonment. Fines should be enough to fund the border control police. You may have to pay more for your produce or labor to pay for the higher labor costs, but it will deter more form employing them.
3. Anyone in a country illegally has no right to any social benefits. No hospital, welfare, eduction etc.
4. Anchor babies can go back with their parents or be adopted. The choice is with the parents.
