True dat. Best to fax them the docs when they ask, explain what you're doing, the type of business, and simply be forthcoming about it. I have done that with ARIN in regards to getting IP's, as well as with PP, EPASS and other vendors. Typically you do not have an issue, or simply switch to someone else if there is going to be a problem.
I tell new hosting clients the same when they ask for something out of the ordinary. It's better to tell your host what you are doing, why you are requesting something out of the ordinary then to be unplugged for T.O.S..
I have no issues with PP. They explained why they want to hold their 10% based on the volume and virtual transactions. It's understandable when you are dealing with non-tangibles. It's their company and service to run however they see fit. If I want to use it, I play by their rules.
It's a privilege, not a right.
