Maybe your internet provider uses a FUP (Fair Use Policy) limiting your bandwidth after you have reached a data limit? Many Czech providers have FUP hidden in their terms, even if they advertise "unlimited" or "no limits". UPC is one of them.
It could also be that someone else in your neighbourhood uses his line a lot. You probably share the 20 mbps line with others.
Or maybe some cables or other installations are damaged for any reason.
