It means we will have no emergency reserve of american oil when the inevitable war with asia occurs, but american insecurity is irrelevant compared to your right to drive.
However, if you research the numbers on american oil reserves, you will discover why drill baby drill wont help.

But, as far as I'm concerned, as I said, you can have the multinats drill baby drill. The laws for extraction are very lenient right now, and there are relatively few restrictions on the oil companies, which you will discover if you research the issue.
