Hello? Traveling between states has nothing to do with it.
I said that people do not need to know every single new law because most people are never affected by every single new law. For example, people that do not ride bikes do not need to know biking laws, people that do not drive cars do not need to know vehicular driving laws, people that are not involved in the adult industry do not need to know about 2257 laws etc. etc. etc.
Thus, your rhetorical question about people not knowing all 40,000 laws passed in 2010 is irrelevant. No one is hurt or disadvantaged by not knowing all 40,000 laws because no one is involved in every single area that those 40,000 laws cover.
