I think someone has been charged with leaking the documents to Wikileaks. So Wikileaks involvement with that person does break Paypal's policy.
You can't scream at Pornhub for not sticking to their rules and bend them for Paypal.
Those screaming that deleting domains for piracy sites had best take notice. If it doesn't work this might be the next step.
