They have pushed this bill for decades, it's a waste of tax money and cannot be enforced. Bottom line, it's a shortcut and that waste peoples money like most bills and do nothing. The problem is the people stealing card numbers, they need to go after then and convict them and for other countries they need to hold the government responsible for convicting these people or blacklist that country.
