Using a trial upgrade script they can all reach 35%+ rather easily... some sites do as high as 50-65%, with upgrade scripts on most processors, of course they limit the content greatly to reach those numbers. A trial upgrade script will increase your converts better than any processor alone ever could.
Standalone, no upgrades.. it's all about your content and updates, the biller makes very little difference.
