Sagi is Israeli. He speaks Hebrew. You are right that you can be Jewish and not Israeli but in this case Sagi is both. Furthermore even if I back down and concede to you that Sagi is Jewish but not Israeli it still wouldn't place him in Egypt right now. That would be one of the last places he would go considering that the Muslim Brotherhood is vying for power right now.
