Some people may think that these events happen to people that don't believe in God. Law textbooks may classify hurricanes, floods, tsunamis and tornados as "Acts of God." I think the issue here is geography in terms of tectonic plates, bodies of water, climates, forests, etc. So, it is a matter of risk and chance that a dangerous event will happen. Obviously, a heretic can sit in a dry desert far away from shore - however, he will never be hit by a tsunami.
