Most browsers will only do a certain number of simultaneous connections, so if you have a TGP or tube with a shitload of images and your externally sourced javascript is at the bottom it may not be executed for several seconds...
Most brokers say that any issues about discrepancies like this must be resolved with server logs, because they're the only reliable method of registering that an IP from <referer> loaded your site. Some browsers also have referers blocked, and some surfers will close the window as they see the status bar changing from tubesite.com to fredstraffic.com to unrelatedbuyersite.com. So even with server logs you will never see 100%.
