If the service is exceptionally poor/bad, I have on occasion deliberately tipped less than 15% ... but you have to be careful ... if you are east of Pie IX in pepper country, tipping less than 15% could very easily get you booted out of a restaurant and told not to come back ...
Myself and a couple other webmasters went for supper one night a few years back, and my tab was around $270-ish ... when I did a fast wine-saturated calculation in my head, my tip was actually closer to 10% than 15 .... and HOLY HANNAH you want to see a server lose her fucking mind!!! LOL She read me the riot act - and then some!!
This is how I became so educated at the taxes that servers pay in Quebec!

Tipping is NOT a requirement. Basically, you are doing them a big favor if you tip anything at all.
If they don't like the job they can go fuck themselves. In your case I would have called the manager or the joint owner and made him fire that bitch.
