My point is, that IF I smoked in the room, (Not surreptitiously, out the window) but straight up - and I PAID $150 for THE EXTRA CLEANING...

if it is London you are talking about .. then the fine is most likely per cigarette ..
they might even kick you out .. after a second violation .. if you light up in your room ... they will know right away most likely .. and warn you that you will get the fine and will be asked to leave if you smoke another one..
paying upfront and just saying you are going to smoke will not be tolerated in any London hotel ..
if you want to smoke in your hotelroom .. why dont you NOT go to a 100% non smoking hotel ?
there are hotels where you can smoke .. even in London .. just go there ..
