There is absolutely no way he could say that and not cause a panic. For starters no matter how eloquently he might put it Fox News and the right would rip him apart for fear mongering (of course they do it as well, remember the terror level indicators?). They would be torn limb from limb for telling people to prepare for the worst. Second, there would be an immediate run on the banks even a mild run on the banks would be very bad for an almost fragile economy. Third, like it or not this is a consumer based economy and as we are seeing when people stop spending money things go poorly. It sucks, but it is reality. Put all three together and him saying that could have a catastrophic effect n the economy. Republicans ripped democrats apart for suggesting that people don't buy big gas guzzling cars that they don't need because they are not good for environment.

What you say is correct in that it needs to be said, but is something he can never say. The presidents number one job is to instill confidence in the people. When he tells them to pack up and head for the hills they will shit their pants.
