There's a lot of reasons for this, including size and the behavior of children in general. They're much more likely to confuse a dog in to thinking they're prey or to make a dog feel like they need to defend themselves or their territory.

As has been said many times, it's not "attacks" or "bites" that is the problem and why there is breed specific legislation. Certain dogs cause more deaths, higher medical bills etc. That is the issue. It's pretty pointless to compare how many chihuahuas nip children in the finger and totally murder a child and compare them as the same thing/same problem.
I'm not saying breed specific legislation is the solution. Just saying the issue of "dog biting people" and "dogs killing people" with respect to breeds is comparing apples to oranges.
