That was just a so called secret war.. Not really a conspiracy rather than just govt doing what govts do. Kinda like how we have CIA doing what they do in many countries throughout the world. We have "advisers" for example in south America in places like Columbia doing anti drug stuff.
People know about it, but it's just not acknowledged publicly by the govt, much the same as Area 51 another hot bed for conspiracy theorist.
