There is, and that is why German and Japanese leaders were put on trial at the end of the 2WW war.
Article 2(4) of the UN Charter generally bans the use of force by states except when carefully circumscribed conditions are met.
As Noam Chomsky has stated, every US leader since the war would have been hanged for war crimes.
The problem is the US has a Veto in the UN. The Mafia boss runs the police.
