Let's break it down then for comparison:
Obama - 29 / 3 years = 9.66 per year
George W. Bush - 171 / 8 years = 21.375 per year
Clinton - 140 / 8 years = 17.5 per year
George H.W. Bush - 77 / 4 years = 19.25 per year
Reagan - 240 / 8 years = 30 per year.
