CCBill can if you can find the right script for it. PhantomCart didn't suit my needs in the end but it might work for you.

I'm trying a free script from
http://ashopsoftware.com which is more of a real storefront, but having trouble getting CCBill working with them.
edit: CCBill wants a $750 initial + $500 a year fee to accept VISA cards, btw. This is also stuff you host on your site, not a separate service.
