Tusk was basically telling everyone to go pound sound regarding ACTA and that they are signing it anyways, whereas Kaczynski, probably having no clue what the fuck ACTA even is, saw that so many were protesting against it that he suddenly came out as if he was the biggest opponent of ACTA in the world. Tusk had no choice if he wants his party to stay in power.
