When you ask them, all they do is send you a link to their TOS; there's nothing in their TOS about multiple accounts. On the other hand, when you have many acocunts, selling pretty much the same stuff, you're taking a chance. All you need is one guy complaining that he got exactly the same service from account A and account B and then fiverr can close all your accounts after linking them by PP, IP address, etc.
