I have a very good reputation here on GFY. I have dealt with various well known board members and if needed, I can provide references. I am easy to deal with most importantly, I don't screw anyone in any of the deals I have done.
So as far as anyone risking not getting paid, that is not going to be case when dealing with me. I am just sick of dealing with programmers who start something and disappear after partial payment is made or excuses on why they can't finish a job they accepted. And worst they mysteriously disappear. Trying to recover the partial payment is nearly always impossible.
On the topic of paying $5000 for a escort CMS, no offense, but there are various available turnkey solutions which are well designed starting at $600-1250. I have already been offered a fully customed escort CMS already completed with full resale rights for $1250 but unfortunately, as good as it was, it was not the way we wanted the "look" of it. The best known escort CMS designer is only charging $2000 for a top notch CMS. If I wanted to get ripped off and pay $5000 or more, I would go to digital point
