Oh that's easy, cripple the region with decades of bombs and economic sanctions and war, install puppet government after invasion, take US tax payers money and call it "Aid" and get the desperate politicians to do what ever the fuck you want.
Now come the US companies and take over everything for pennies. Keep in mind the whole point of this is not to make the USA rich, it is only to make individuals rich in the US gov. and the local puppet politicians. Now the newest trick is to get corrupt politicians to actually fund US projects with LOCAL MONEY
Lets say US company X wants to "rebuild" a road, the money for the rebuild is loaned from the bank with local collateral, the road gets built below every possible standard, all the prices are over-inflated to fuck, and even the workers are "Bros" of the local politicians. The US company and the local puppet politician get fat pockets, the locals are left with a shit road that will need to be rebuilt again next year and debt that also needs to be repayed.
Shit the US gov will put their own people in prison if they fail to pay tax, I have no idea why americans think their government is actually in the business of giving away "Aid" for free
