Given the lack of mobile billing in that region you could push them to a credit card based billing service. There is a guy on here " J$TYLES " that does a lot of work with click to call services that would really suit an adult audience and can make use of direct billing from a mobile phone.
I am confident that what you can do with the numbers will come down to the opt in regulations in that region which i am not to familiar with!
