Pattaya is a bit lower class, but if you want to party around the clock, it's THE place to go. However, Bangkok has the hottest ladyboys without question. There are some good looking ones in Pattaya, but compared to Bangkok... well, there is no comparison. Also the number of hot ones packed into a single location is much greater in Bangkok as well.
I suggest spending 1 - 2 nights in Bangkok, then head to Pattaya. Two totally different places.
