I'm not 100% sure but in the UK any site taking payment for escort services and paying affiliates a percentage of the escorting fees would be considered pimping which is illegal.
I could be wrong, but that's pretty much how I understand it, that's why sites like adultwork.com don't actually take payment for escort services, they generate revenue from escorts advertising and other adult services such as webcam, phone sex, movies and photos.
