So long as it works like that, it would definitely be a good thing. One thing to be looked at is to develop something similar to what the US Financial industry has with FINRA but adapted. Basically, you create a non-profit, which all members invest into to cover operating costs. The non profit will be charged with liasing with the sites to remove content, in return the sites earn amnesty from lawsuis from the members, as long as they stay within the parameters. One thing with FINRA is it's not a government agency, but it does have a government role, i.e. you can't trade without FINRA registering you. Of course it would be a little harder on the internet, but with planning doable.
