If you are just driving through another state, then you are not subject to their licensing rules. However if you reside there for a given length of time, (which also varies, form several weeks, to over 6 months out of the year), you are considered a resident of that state, and must transfer your Driver's license and registration over to that state, and follow their rules.

If you have houses in several states then it's generally whichever one you spend the most time in out of the year.
