Payoneer was established in 2005, and currently provides global payment solutions to thousands of companies and millions of people worldwide. In addition to the Payoneer card, we offer additional services including US ACH, global bank transfers, local currency checks, and more.
Regarding fees, as you mentioned, your best bet is to go to the actual application and view the complete list of fees. We have no hidden fees, everything is listed there, and you will see that our fees are highly competitive and among the best available.
We also offer customer support via live chat, e-mail, and telephone (free of charge) at:
http://www.payoneer.com/contactUs.aspx
If you have any questions, I'd be more than happy to answer them (either via this thread, or contact info in my sig).

The only difference for US residents is that they must apply via one of our partners (companies/sites that pay via Payoneer).
